Whether or not you need a Master’s degree for PhD depends on the particular program and institution. Generally, earning a Master's may make it easier to gain admission into a doctoral program, as gaining admittance is often highly competitive, and having an advanced degree is considered beneficial.
Additionally, some programs require you to have earned your master's first before completing the Ph.D. However, there are also many schools that offer combined Master’s and Doctoral programs where you can earn both degrees simultaneously in relatively less time than it would take to get them separately.
Furthermore, at certain institutions, if you have significant research or academic experience or have achieved professional success in your field of study, then you may be able to waive the requirement for earning a Master’s first. Ultimately it is best practice to review individual institution requirements and contact each school directly for further guidance as eligibility criteria differ from place to place.
