France has set an ambitious target to welcome half a million international students by 2027, aiming to solidify its position as one of the top study-abroad destinations globally. This initiative, launched in 2019, seeks to enhance the country’s reputation for higher education excellence and international openness.
Steady growth in international enrollment
According to a recent report by Campus France, the French agency for higher education promotion, the number of international students studying in France has been steadily increasing. In the academic year 2021/22, the country hosted 402,883 international students, marking a 2.6 percent rise compared to the previous year and a notable 17 percent increase over the past five years.
Strategic measures to achieve targets
To achieve its ambitious target, France is implementing various strategic measures. One key aspect of this strategy involves simplifying the application process for students, with a particular focus on digitization. Additionally, a new global communication campaign is set to be launched by Campus France to promote France as a top study destination. This further enhances its appeal to prospective students.
Economy and international students
International students play a vital role in the French economy, contributing a substantial €5 billion annually. Moreover, a survey conducted by Campus France revealed that an overwhelming 90% of international students recommend French institutions for higher education. France distinguishes itself by offering health insurance and social benefits to students, and under its new immigration law, tuition fees for non-EU students remain unchanged at public universities. For instance, annual fees stand at €2,770 for Bachelor’s degrees, €3,770 for Master’s degrees, and €380 for PhD programs. Furthermore, students applying for visas must demonstrate financial capability, with a requirement of €615 per month or €7,380 per year to cover living expenses, unless they secure a grant to cover educational costs.
