Do Scholarships depend upon the course or university you are applying to? I mean will I get a better scholarship if I opt for popular programs like MS in CS?

Most universities abroad do have subject-based scholarships which you can avail. The truth is, the more popular a program is, the more students will apply to it. Therefore, chances are that there will also be a higher number of scholarships available. Checking the university website to see if they offer such scholarships, usually helps. There are also some private organizations which provide subject based scholarships. So, I would suggest you consider all these factors while choosing your program and look at all the resources available to apply for a scholarship. Take a look at these different types of scholarships available for international students - https://ischoolconnect.com/blog/international-student-scholarships/
