It is definitely possible to study Masters in the USA and Canada without appearing for your GRE exams. However, you should always check what is required to get into the university that you want and what they require as compulsory criteria. Also, a score of 6.5-7.0 in your IELTS examination or at least 104 in the TOEFL examination is necessary. Depending on the programs, Universities which do not require GRE are

MIT Johns Hopkins University University of Illinois University of Iowa Purdue University and many others.
There's also a blog that has a bunch of other universities that need no GRE for Masters.
iSchoolConnect can help you find the perfect university based on your scores and much more. Do check them out.

Even the average varies on the basis of which program you choose
Arts programs can cost between 4000 and 8000 Canadian dollars
Tech and MBA programs will cost more
So, my question is, what course are you looking to do?
