Need some help about admission

Hi
I’ve recently completed my BS in Economics and finance from international Islamic university islamabad Pakistan.
Now i wanna apply for Masters
Right now i have bs degree with 3.00 CGPA, English proficiency latter (which I’ve got from university) and 3 recommendation latters.
It doesn’t matter for me if the university is high ranked or not i just wanna complete my masters degree with full scholarship.
Firstly tell me if I could apply for masters without ielts or GRE.
And what else I need?
What will be the procedure?
And which university is suitable (means which university will easily give scholarships and admission?Tariq

The scholarship criteria are different for every university. As far as admission without GRE or IELTS is concerned, there are certain universities that take people without these exams.
